It looks like they're trying out three ideas. Here's another picture:

The middle one has the same effect as the red and orange NZ cars. The colours don't look good together. The bottom one looks better.

From what I understand, they are reflective dots that show the car's outline at night. I think it might be a Canadian thing, because I haven't seen them used anywhere else.

I think most European countries use them, even on commercial vehicles.

So the new design has faced so much criticism from the public that Toronto Police will no longer continue with it lol. The public have been complaining that the new cars don't stand out as much and that the grey is a "militarization" of the police service.

White looks much better, and of course it stands out. Maybe they should go back to yellow cars, since retro designs are all the rage now cool.png.

Maybe it's for the better. These gray ones actually looked like Toronto branch of OCP private police. tongue.png

This particular style is closest to what law enforcement in BeNeLux use on their patrol cars (dots in Netherlands, and dashed stripe in Belgium and Luxembourg).
