Let's go with the obvious stuff first... it's a CVPI, it's from the US and its home is closer to the east than to the west coast.
At first I thought it was from FL, but the plate would need to be yellow then. Now I am pretty sure it's from LA, but so far I could not identify the exact (Sheriff's) department... -------------------- |

Vernon Parish it is! I was stationed there when i was in the army. it wasnt on the copcar websites so i decided to go with that to make it hard

It is indeed from New Zealand. The livery is from the '90s. The car is a Mazda 323/Ford Laser, probably NZ-built (this was back in the days when cars were actually built here).
