I was wondering if you could change the patrol cars that the AI use (unless you control them manually)

What do you mean by that? If you mean replacing the cars they use with mods; then yes. Most of my addons include a traffic replacement.

If you have one of mine (like the Georgia State Patrol or Maine State Police Caprices) the Readme files have detailed instructions for both the Player version and the Traffic version smile.png.

You use N.F.S. Wizard 5.79 to change the patrol vehicles to a mod one. Open the CAR.VIV file on the patrol you wish to replace and then open the CAR.VIV file on the mod, Extract the .FCE and CAR00.TGA (and other TGAs if it has others for each country) and then incert these files into the patrol vehicle's CAR.VIV file using N.F.S. Wizard 5.79.

I replaced mine with some of XJ220's cars (signature pic for example). Just replace the car.viv in their respective traffic cop folders. If I can remember off the top of my head correctly:

X:\...\data\cars\traffic\pursuit

There should be 4 different folders in there

If you want to do it the hard way laugh.png. I do it the same way as BoxCarRacer.
